You can enable anonymous posting in a space to allow people to post and reply to discussions anonymously. To enable anonymous discussions in a space, go to Manage Space > System Properties and set PostAsAnonymousUserEnabled to true. See Anonymous Discussions for more information.

Does your role have permission to feature discussions in that forum? To check, go to Manage Space > Discussions and edit the forum the discussion is in. There will be a permissions section. Is the Feature permission checked for your role?

Yes -- it appears my role as site admin has all the permissions.

You are looking at space permissions. The Feature permission there is to mark spaces as featured. For discussions, you need to check the forum's permissions.
If the discussion is in a space, go to Manage Space > Discussions and edit the forum the discussion is in.
If the discussion is in the top level community (accessed via Browse > Discussions), go to Control Panel > Content > Discussions > Forums and edit the forum the discussion is in. Is the Feature permission checked for your role?
I did that before and it was selected correctly. I am sit admin.
this was never an issue before. And I'm sure no one else has touched this recently. For good measure, I selected feature for Moderator group (another one I am in) and it did not work to bring back the Feature option for the discussion. We can take this into a ticket if needed.
This appears to be a bug on the edit discussion page in the Control Panel. I've made our development team aware of the issue. We'll let you know when there's a fix.
You should be able to feature a discussion by opening the discussion, then clicking the options icon > Edit. This will open a different edit page. You should see a featured checkbox there.

I also notice the content widget has issue with properly listing featured discussions. For whatever reason the content widget now pulls in Sticky discussions when set to ALL-->Featured. This could be related to or is a different bug?
If there is a bug with Feature functions, it may have ramifications to other places that leverage it.
It appears the discussions that were once featured no longer are marked featured. However, they still show up as featured in the content widget. Seems like something was reset but not completely. Anyway, please let me know when there is a fix for Feature issues. Please test it works as expected with the content widgets as well.
Please create a private case here and share the URLs of discussions that are marked as sticky but appear in the featured discussions content list widget. Also share the page the content list widget is on.
