Abuse reports are sent to site administrators and moderators. An admin or moderator can then choose if the content should remain visible or be removed.
Automatic content deactivation
Administrators can set the report threshold for automatic content deactivation. Go to Control Panel > System > General Settings > Advanced Settings, and set Flag entity threshold count. Once abuse reports for a piece of content reaches the threshold, the content is automatically deactivated.
