When you ban a user from your community, the following occurs:
When a user attempts to view a banned user's profile, the user will see the page below.
Users can click to view a banned user's profile from content the banned user created.
I'm still seeing banned users on the 'Browse People' page. Is there another step besides selecting 'Ban User' from the Manage People page?
Try editing the user in Manage People > Banned User and setting Preferences > Profile visibility to private.
The person is still viewable in the community, they just can't login to the community. You would need to delete the person or change their profile preferences to remove them from being displayed in the community.

You can use the REST API: Ban User for mass bans. Logic for banning users must be ran through Communifire, not through the database.
If I ban a user and then delete their account, can they log back in via SSO?
Yes, that is possible. If the user successfully logs in via SSO, Communifire will create a new account. You can change the user's Azure/AD password to prevent this from happening.

Banned users don't count toward the license count. You should be able to keep the accounts as banned without reaching your user limit. Let us know if you run into any issues.
How does one access or view the descriptions that are added when banning users?
You can use the REST API to view the ban message. Visit /api/users?isbanned=true&pageLength=100 . The ban message is in the "Description" property.
