Relating to "archiving" communities and how can one maintain access to materials. Is it possible to download all files at once, is there a way to export discussions, etc.?

For files, you can easily download your full folders by clicking the top left Folder Actions dropdown in your files section, and select "Download Folder".
This will download the full folder.
Alternatively, you can use File Sync for Windows Desktop to sync your folders. Once they are synced to your desktop, you can export the root folder to a zip for storage elsewhere.
For discussions, the only way to export discussions is by getting them directly from the database.

When I try the method you showed in your screenshot, I get a zip folder downloaded. However, when I try to unzip it, it always says it's empty. I tried other folders within the Root folder, but the same thing happens.

This is a bug. There is an easy workaround however. Click the top check mark of the folder, then select download selected. This will download a zip that contains the proper files. I have pointed out the empty folder download to our development team to be fixed.
On the topic of exporting discussions by getting them directly from the database. Is that something we as an admin of the community can do or is that something we need to contact Axero to have done?
