Creating a top level role gives you a group you can grant Control Panel access and permissions to. Roles are used for controlling permissions, for automatic space assignment through User Space Assignment Rules, and for workflow approval steps.

To create a top level role:

1. Click the gear icon > Control Panel > People > Roles.
2. Click Add User Role.
3. Enter a Role name. It has to be unique, and the form checks as you type: if the name is already in use you will see Role name is taken, choose another.
4. Enter a Description. This one is required, and the role will not save without it.
5. Optionally add an Image for the role.
6. Click Save.
